Because they are partnered with local libraries.
All you need is your library to get access to all they have to offer.
Hoopla is the first place I look when I consider buying a book.
If it’s available in their app, then I get it there.
Otherwise, I’ll see if the library has a physical copy or I simply purchase it on Amazon.

The key difference between Hoopla and Audible by Amazon is that Audible has access to all the newly released books, while Hoopla is limited to what your library offers.
